Abstract — The report consists of three parts. The first part is the theoretical basis to help readers better understand the theoretical basis, the second part will explore in depth the methods used for research in this report. The third part concludes, concludes the second part and also discusses to clarify the urgency of ODA in the development of Vietnam’s infrastructure. The report on the role of ODA in upgrading and developing Vietnam’s infrastructure helps us to better understand the characteristics of financial aid. Thereby, one should be more aware of the limitations of ODA in upgrading infrastructure in Vietnam. In order to ensure the implementation of government policies through decrees and laws to effectively apply infrastructure to Vietnam and the Vietnamese economy will continue to excel in the international markets to assert themselves.

Abstract — In recent years, ODA capital is no stranger to developing countries, including Vietnam. In the Party’s and State’s socio-economic development guidelines, Official Development Assistance (ODA) official development assistance (ODA) is one of the important foreign capital sources. However, ODA cannot replace domestic capital but only a “catalyst” that facilitates the maximum and effective exploitation for the use of capital in industrialization and modernization of the country. It can be seen that Vietnam is receiving a lot of ODA from many countries around the world, including refundable ODA and non- refundable ODA. Binh Duong is also one of the hot spots of ODA since the ability to attract capital from many foreign investors is not small. Since its inception, aid has always contained two goals that coexist in parallel. The first goal is to promote sustainable growth and reduce poverty in developing countries. The second goal is to strengthen the political status of donor countries. Developed countries use ODA as a political tool: to determine their position and influence in the countries and regions where ODA is received. Therefore, please receive ODA wisely and civilly.

Improving policies and institutions in attracting ODA Investment in Vietnam

Abstract — At present, a lot of Vietnam’s capital comes from the collection of state budget, government bonds, foreign borrowing and ODA. In which, ODA is considered as the capital source with the lowest cost. However, ODA is not a free source of capital for Vietnam. They are often accompanied by mandatory conditions, such as the contractor of the ODA provider must carry out the project, or agreements on expert wages. However, our public debt is very high, recurrent expenditure. Increasing the remaining resources, how much to invest in infrastructure, promote economic development. Therefore, Vietnam really needs this capital. Over the past years, ODA flows into Vietnam have been plentiful and have contributed positively to socio-economic development. Many completed programs, works and projects have been put into operation to serve the people’s life, contributing to economic development. Based on an overview of ODA and current situation of ODA attraction and use in Vietnam we are able to assess the achievements as well as the outstanding problems and their causes. The report proposes a number of solutions for the improvement the effectiveness of ODA usage.

Abstract — At persent, while accumulated capital of the Vietnamese economy is still low, the issue of mobilizing foreign investment capital including Foreign Direct Investment (FDI) and indirect investment is very important. Of many indirect inflows of foreign investment, the Offcial Development Assistance (ODA) is a crucial fund that meets current high demands of capital for national development. ODA has been contributing significantly to the solid growth of our economy so far. Consequently, it is affirmed by the Communist Party of Vietnam that “while domestic sources of capital are pivotal to the nation’s economy, the infusion of foreign investment also plays a vital role. However, there have been many problems in the mobilization, management and spending of the ODA, which bring about ineffectiveness. This artcle, therefore, aims at making an overall analysis and evaluation on recent mobilization and expenditure of the ODA in Vietnam and providing solutions to its future outcome improvement, creating arobust and sostainable development for Vietnamese economy.

Abstract — Through the study and analysis of the current situation of the river in the Red River Delta so that it can find challenges and opportunities in protecting the river culture in the Red River Delta. Through research results as well as discussion we will make some recommendations to be able to develop and protect river culture in the Red River Delta. Through research, the authors have found 4 major challenges on river cultural issues. Besides, there are also some opportunities. The authors included the data in each challenge to better understand each type of challenge that authors have studied.

Abstract — The Mekong Delta is the delta of the Mekong River’s end with many large tributaries flowing into the sea and a system of intertwined canals, diverse flora and fauna, rich and diverse, warm and mild climate. These are favorable conditions for the development of river culture. River culture includes many factors such as agriculture, history, transport and tourism that affect every aspect of the region’s socio-economic life. The development of river culture is always affected by many opportunities and challenges. Appropriate change is needed to adapt to climate change, which is a global threat. Next is the shift in growth model, adjustment of development orientation, new approaches to economic growth, natural resource management and environmental protection. This article is qualitative one in order to analyze the opportunities and challenges for the sustainable development of the river culture of the Mekong Delta, along with solutions to preserve and promote.

Abstract — Climate change is a huge challenge today in the world and in Vietnam, especially for the sustainable development of businesses. Industrial manufacturing enterprises have been negatively impacting climate change across the globe. Unable to reverse the trend of climate change so we can slow this process. The paper analyzes the evolution of climate change and how to overcome the negative constraints that climate change has on the sustainable development of businesses. The paper provides a number of policy implications for authorities and managers on the issue of limiting and reducing the impact of climate change on the sustainable development of businesses.

Abstract — Sustainable development is currently the pioneering trend in the world and in Vietnam. Manufacturing businesses need raw materials and natural resources as inputs. Once these resources are limited they will negatively affect the sustainable development of businesses. The paper analyzes the limitations of natural resources in the context of Vietnam and how to overcome their limitations on the sustainable development of businesses. The paper provides a number of policy implications for authorities and business managers on the issue of sustainable development under conditions of limiting natural resources.
