Abstract — Enterprise and entrepreneurship are well-known phenomena that have their history development of over 300 years. However, in relation tothe family business they are still not well explored in the literature of management. Based on overview of management literature, this article is an attempt to construct a theoretical framework for the purpose of comparative analysis of family business and entrepreneurship issuesin Poland and in Vietnam. As a result, their similarities and differences are revealed in order to propose adequate solutions and recommendations for business and authority to support and promote this specific business activity towards their prosperity and high performance.

The study uses table data of 17 cement enterprises listed on Vietnam’s stock market over a period of 9 years, from 2010 to 2018. The study has compared and selected the basic method as the method. using quantitative regression model with the help of software stata 12 to determine regression coefficients. On that basis, the research has built an equation to evaluate the impact of capital structure on business performance of the cement industry. Based on the results obtained, the study offers some policy suggestions to improve the performance of businesses in the cement industry listed on Vietnam’s stock market.

Abstract — CP-TPP is a non-US transpacific free trade agreement. However, this is still one of the major free trade agreements in the world with Japan being the world’s third-largest economy. Together with Industrial Revolution 4.0 (IR 4.0), it presents great opportunities and challenges for the Vietnamese economy. Developing high quality human resources is one of the key pillars of the Vietnamese economy if it is to seek the benefits of CP-TPP and IR 4.0. In fact, high quality human resources in Vietnam are very weak and fragmented. This paper will address high quality human resource development solutions in line with the real situation of the Vietnamese economy in the hope that it can help Vietnam achieve the maximum benefits provided by CP-TPP and IR 4.0.

Monetary policy and financial instability

Abstract — This paper presents how monetary policy, restricted only by price stability, may easily become propitious to asset inflation and, eventually, to a financial crisis. This risk is particularly high when the financial system lacks proper regulation and effective supervision. Hasty liberalization, negligence of official oversight and Greenspan doctrine which refuted any activist policy promoting financial stability features former Fed’s monetary policy. The paper also analyzes monetary policy reaction to financial crises. It is not surprising that it consists of systemically cutting interest rates and bail-out of insolvent important financial institutions. Such policy, especially when run too long and changed too abruptly, not only creates moral hazards but it also sets the stage for another search for yield and build-up of another speculative bubble. As a result, monetary policy becomes asymmetric and pro-cyclical. Fed’s reaction to the recent crisis seems to be very much in line with typical Fed’s policy in the past. However, this time the scale of flooding the economy with liquidity and, and as a consequence, the risks of future major imbalances in the financial system are unprecedented. A general conclusion is that there can’t be a sound financial and economic system unless money itself is a scarce resource and monetary policy of some central banks seems to miss the point.

AIIB as a Challenger for IMF and WB

Abstract — The Asian Infrastructure Investment Bank (AIIB) is a new international financial institution set up in 2015 with the goal of supporting the construction of infrastructure in the Asia-Pacific region. Meanwhile, the International Monetary Fund (IMF) and the World Bank (WB) were formed together in Bretton Woods, New Hampshire in July 1944. Both are set up to support the world economy, although each has different roles. The role of the International Monetary Fund is to protect the monetary system. Meanwhile, the World Bank plays a role in economic development. Although the size and potential of the AIIB is smaller, it is not so different from the IMF and the WB. Thus, the AIIB is considered a competitor of the IMF and WB and will bring challenges to the existence of the Bretton Woods system with the two leading WB and IMF financial institutions. In addition, according to expert opinion, the AIIB does not have austerity policies such as IMF, so the AIIB will quickly take over many sectors in the economy outside Asia as well as Europe, especially Eastern Europe. This will alleviate the importance, scale and potential of the two largest financial institutions in the world, the IMF and WB.

Factors Affecting Access to Finance By Small and Medium Enterprises In Vietnam

Abstract — The small and medium-sized enterprises (SMEs) play an important role for economic growth in Vietnam. Access to finance is necessary in order to initiate, operate, develop and facilitate growth conditions of all businesses. Therefore, this study aims to determine factors affecting access to finance of SMEs in Vietnam. The study adopted a survey research design that employed a stratified random sampling. The primary data was collected from 400 SMEs via structured questionnaires. The Cronbach’s Alpha testing methods, the exploratory factor analysis (EFA), ANOVA analysis and multivariate linear regression analysis were used in this study. The study results indicate that there are six factors significantly affecting access to finance of SMEs in Vietnam including managerial experience, the owner-manager’s financial literacy, business plan, financial management regulations, the owner-manager’s education and business size.

Factors Affecting Consumers’ Attitude toward TV Commercials for Beauty and Skin Care Products

Abstract — The research in this article identifies factors and explains how they affect consumers’ attitude toward TV commercials for beauty and skin care products by intervewing 280 consumers. The joined method of qualitative and quantitive was applied; the Cronbach’s Alpha analysis, EFA analysis and multiple regression analysis were used with the SPSS program. The result shows that the factors affecting buyer’s behavior related to beauty and skin care products TV commercials are in an increasing order as following: Entertaiment, Information, Celebrity, Untroubledness, and Credibility. The research also suggests several solutions for advertisers to enhance capability of serving consumers.

Palm Vein Recognition Using Enhanced Symmetry Local Binary Pattern and SIFT Features

Abstract — Recently, palm vein recognition is new biometric technology with a high degree of privacy and security because this technique uses the blood vessels under the palm skin to establish identification. This paper proposes a novel palm vein feature extraction method for contactless palm vein recognition based on combining enhanced center- symmetric local binary pattern (ECS-LBP) with SIFT, called EL-SIFT. The proposed method includes two steps: (1) applying ECS-LBP to detect stable and clear palm-vein lines; and (2) extracting SIFT feature on palm vein lines image. The experimental results on the public contactless palm vein databases (CASIA Multi-spectral Palm vein Image Database V1.0) show that our proposed method is accurate and robust for palm vein recognition in comparing with other approaches in the literature.
